Idea: create an Energy Corps like the Peace Corps for US, India, and China. Put the 20+ year olds to work. Could be 2-person teams (a soldier/protector person and an engineer/scientist/trained person/teacher). The members go out and teach individuals, in villages, in cities. Teach how to do individual and group solar, wind, and water systems. Funded by a government agency.
