Filmmakers at NOVA have taken a comprehensive look at former California Governor Arnold Schwarzenegger's ambitious and controversial plan to cut carbon dioxide emissions and promote energy efficiency. Known as AB 32 (Assembly Bill No. 32), the 2006 California law aims at rolling back carbon dioxide emissions to 1990 levels by 2020, while mandating a further eight percent reduction by 2050. By speaking with the Governor as well as the ordinary citizens and concerned businesspeople, NOVA offers equal time to both supporters and detractors of the plan.
Current California Governor Jerry Brown supports the law, but critics have questioned its effectiveness and timeliness as we struggle with the states fiscal responsibilities. Nilmini Silva-Send is the senior policy analyst at USD's Energy Policy Initiatives Center, where she contributes research and analysis to EPIC's ongoing energy and climate change projects. Currently she is researching energy use and costs and benefits of measures to develop greater efficiency in road transportation in the San Diego region. Silva-Send has conducted legal and technical analysis of environmental laws in Europe and the U.S. throughout her career. She has also taught upper level and graduate level international law courses in Germany.

Charlie Buck works closely with the Director of Policy and Strategy to develop and implement CCSE's policy and legislative agendas. He serves as a primary point of contact for a variety of local governments, and supports legislative efforts that CCSE chooses to undertake in pursuit of its mission. His responsibilities include supporting local government energy planning and policy development; working with key stakeholders at the local, regional and state level; represent CCSE, its programs and policy positions in a variety of public and official forums; develop CCSE positions on specific legislative efforts in renewable energy, energy efficiency, transportation and climate change; and provide forward guidance to the Director of Policy and Executive Director on upcoming policy developments and imperatives.
